Three separate roles, on purpose

  • The roofing contractor builds the roof. For grant-funded work the contractor must be Strengthen Mississippi Homes program-registered, FORTIFIED-trained, and MSBOC-licensed.
  • The FORTIFIED evaluator holds the IBHS certification, works independently of the installer, and documents the roof against the standard at defined stages. The evaluator, not the installer, is the credentialed verifier.
  • IBHS reviews the evaluator's documentation and issues the certificate. Nobody on the job site issues anything.

This separation is why carriers accept the certificate without their own inspection and why the grant program pays against it. It also means no roofer can truthfully promise a designation, only an install built so the evaluator can verify it.

What the evaluator documents

For a FORTIFIED Roof designation during a re-roof, expect documentation at three moments:

  1. Deck stage. With the cover off: sheathing condition, ring-shank re-nailing pattern and spacing, and the sealed deck seams. This stage cannot be reconstructed after the underlayment goes down, which is why the evaluator is engaged before tear-off, not after the job.
  2. Edge and dry-in stage. Underlayment, the wider mechanically fastened drip edge, and flashing details.
  3. Cover stage. The rated shingle or metal assembly, installed per its tested configuration, including the stainless-fastener requirement within 3,000 feet of saltwater.

The evaluator compiles photos and forms into a submission; IBHS reviews and issues the certificate, five years, unique FORTIFIED ID, transferable on sale, renewable by redesignation. Keep it with the house documents; your insurer and any future buyer will both ask for it.

Residential roofing over $10,000 requires a Residential Roofer license from the Mississippi State Board of Contractors, and a FORTIFIED re-roof clears that threshold on most homes. Is the FORTIFIED evaluator the same person as the roofer?

No, and the separation is the point. The evaluator is certified by IBHS, works independently of the installing contractor, and documents the roof against the FORTIFIED standard. IBHS reviews that documentation and issues the certificate. The roofer builds; the evaluator verifies; IBHS certifies.

How long does the FORTIFIED certificate last?

Five years from issuance. It attaches to the property with a unique FORTIFIED ID, transfers automatically to a buyer if you sell, and renews through a redesignation evaluation, which is simpler than the original certification when the roof is maintained.

Does the Strengthen Mississippi Homes grant pay for the evaluator?

It has not. The grant may be offered toward the retrofit itself, paid to the program-authorized contractor on submission of the FORTIFIED certificate, while the evaluator fee has been the homeowner’s cost. Budget it alongside the roof. What the program covers is the Mississippi Insurance Department’s to set and it changes, so confirm the current list at mid.ms.gov.

Can an existing roof be certified without a re-roof?

Usually not at the Roof level, because the standard’s sealed-deck and re-nailing requirements are only accessible with the cover off. An evaluator can assess what an existing roof would need, which is useful when you are planning a replacement within a year or two.
